I don't know who animated this short, but it's obvious the people behind it are very skilled in their craft. The animation is very fluid, energetic and most of all carries Marine's personality, something that's hard to convey in animation. At you can also see the, what's now become sort of a trademark of Yutaka Nakamura, impact frames in black-and-white between poses, so the person that did this part has some clear influence of one of the outright best animator in the industry.
